The stock 690 plastic wrap guards are massive with a lot of room. Not all 1-1/8" bars are the same. The taper varies from brand to brand. Cycra makes multiple U-clamps to fit different brands of bars. One solution around this is the triple clamp style mounts like Bryan posted above.

ok so i bit the bullet and installed the CRT performance dongle on my 21/690.
